Governor Bullock Character Analysis

Governor Bullock is elected governor after the South loses the war—the first Republican in the history of Georgia’s government. He tells the North that Southerners are in a state of rebellion, and so he controls the South through Reconstruction. He is friends with Rhett Butler and Scarlett. He even makes an appearance at one of Scarlett’s parties, causing all of their old friends to think of Rhett and Scarlett as Scallawags.
