The Muggle who owns one of the campsites used for the Quidditch World Cup. He gives Ministry officials a lot of grief before the Cup and he requires multiple Memory Charms every day to keep him from getting suspicious, though they note that Ludo Bagman's unwillingness to watch his language and not use Wizarding words in front of Mr. Roberts doesn't help. The night after the game, Death Eaters torment Mr. Roberts and his family by levitating them high in the air and exposing his wife's underwear. Mr. Weasley later shares that he and other Ministry officials were able to get the entire Roberts family down safely and modify their memories, though Harry notes that Mr. Roberts seems unusually dreamy and out of it the next day.
