Wylan Van Eck
Pekka Rollins is the biggest boss in Ketterdam’s Barrel. He owns several brothels and the Emerald Palace, a gambling establishment. In addition to earning money through these brick-and-mortar businesses, he also regularly tricks unsuspecting new arrivals to Ketterdam into giving him their life savings, which is what he did to young Kaz and Jordie (using the fake name Jakob Hertzoon) years before the novel begins. Thus, Kaz blames Pekka Rollins for Jordie’s death and has vowed to get revenge on Rollins for his brother. As part of this goal, Kaz steals business from Rollins’s establishments. He also frees Rollins from imprisonment at the Ice Court, believing justice won’t have been served if the Fjerdans execute Rollins. Though Rollins knows more or less who Kaz is, he doesn’t recognize Kaz as a former victim. He sees Kaz as a hateful and potentially dangerous upstart and, after Kaz strikes a deal with Rollins and picks Rollins’s pockets, he vows to kill Kaz later if nobody else does first.
