Franklin Delano Roosevelt was the 32nd president of the United States and was in office from 1933 to 1945. He appointed John Collier as the Commissioner for the Bureau of Indian Affairs and approved the passage of the Indian Reorganization Act (IRA), also known as the Wheeler-Howard Act, which was created to help return to Indians land that was seized from them during the allotment era.
